Restaurants Canada continues to be at the table, working with all levels of government to ensure the concerns of the foodservice community are being addressed, while working with our partners to provide you with resources relevant to your operations, as the response to COVID-19 continues to evolve.

Government Proposed Changes to CEWS

Today, Finance Minister Bill Morneau announced proposed conditions under which the Canadian Emergency Wage Subsidy (CEWS) program may be extended.

The main highlights from the proposed redesigned CEWS include:

  • Allowing the extension of the CEWS until December 19, 2020, including redesigned program details until November 21, 2020.
  • Making the subsidy accessible to a broader range of employers by including employers with a revenue decline of less than 30 per cent and providing a gradually decreasing base subsidy to all qualifying employers. This will help many struggling employers with less than a 30-per-cent revenue loss get support to keep and bring back workers, while also ensuring those who have previously benefited could still qualify, even if their revenues recover and no longer meet the 30 per cent revenue decline threshold.
  • Introduce a top-up subsidy of up to an additional 25 per cent for employers that have been most adversely affected by the pandemic. This would be particularly helpful to employers in industries that are recovering more slowly. This item is in place to help those that have lost the most due to COVID-19.
  • Provide certainty to employers that have already made business decisions for July and August by ensuring they would not receive a subsidy rate lower than they would have had under the previous rules. The continuity part is important for members and to insure stability in the market.

Proposed CEWS program changes still need to be approved by Parliament which is anticipated to begin next week.

The government also released a backgrounder detailing their consultations regarding CEWS eligibility and references our industry as follows: “The CEWS… should be adjusted to potentially target especially hard-hit sectors, such as food service…” – Food-related industry association.

This announcement and the proposed changes signal improvements for foodservice operators and demonstrate the impact of our federal advocacy efforts.
